At yesterday's Planning Meeting the Northfield Lane application was approved by the Planning Committee.
There were six members of PRG who spoke against the application. In addition Councillors Greenslade and Manuel spoke against the proposal. Other than two abstentions the vote was unanimous. Councillor Tucker proposed the approval, and Councillor Lane seconded.
Councillor Tucker also told how a friend of his had stated " How lucky the people of Barnstaple are as they do not have the traffic problems he has in Reading" !!! This is the same Councillor who at a previous meeting had stated that there would be less traffic problems if more people used the bus. This only highlights the problems we encounter at Planning Meetings !
The committee had very little to ask of Devon Highways, and accepted their advice that all 'empirical evidence' had been provided !
This is not the result we had hoped for. The next application will be the Trayne Farm development. The date for this meeting is not yet known.
We would like to thank all those who either spoke or attended the meeting.

Westaway Park (application 56685) was approved with conditions in August 2014.
One of the conditions of approval was that the DC Highways authority should provide ‘empirical evidence’ that the Transport Assessment submitted by the applicant was fully up to date and took into account the cumulative impact of other proposed Pilton developments, and to include the proposed Ilfracombe Southern Extension. (currently 750 dwellings). The Ilfracombe development will have direct impact on traffic flow along the B3230/A39, North Road, and at the Pilton Bridge Junction, and PRG have consistently argued that its effect and that of other developments has not been properly assessed.
Your District Council Ward Members are not convinced that the evidence presented currently satisfies that condition, and have called back the application to the next Planning Committee meeting to be held on Wed 14th October. (We thank Councillors Greenslade and Manuel who have made a valiant effort in order to achieve this result).
The meeting will take place at the Barnstaple Rugby Club starting at 10am, and as always, will be open to members of the community who wish to speak or are interested in the outcome of this application. Anyone wishing to speak should register by calling 01271 388288. The agenda report has been published and can be viewed or downloaded from NDC website.

At Wednesday's meeting the application for Northfield Lane was given conditional agreement for outline planning. Several people from Pilton spoke against the application. Nine in total , which included Councillors Mair Manuel and Brian Greenslade. The committee agreed that the present traffic conditions in the area are of concern. They have therefore put conditions on the planning approval. Which are:
- 1: Devon County Council Highways Department confirmation that the traffic impact assessment is up to date and that they have all the empirical evidence they need ( subsequently amended to require such evidence to be presented to the committee ) and subject to conditions of pressing highway concerns being delegated to the Planning Manager for consultation with Ward Members and the adjoining Ward Member Councillor Tucker.
- 2: No development shall commence before the roundabout is in place.
- 3: The chicane at Northfield Lane be addressed as part of the Reserved Matters.
Should there not be agreement between the ward members and the Planning Manager then the application to return to the planning committee for consideration. Not the result we wanted, but due to the fear that councillors have regarding appeals , than the best we possibly could have hoped for. We will continue to emphasis the severe problems we have with present traffic, and with the Ward Members insist on the consultation process to include the residents.

The planning application for Northfield Lane is back with the planning committee this Wednesday. The following is the comments from Highways - who were asked to provide a Traffic Assessment report - who then go on to recommend approval once the roundabout has been agreed and built. Again they appear not to see the real problems we have , or choose to ignore the situation ! I shall leave you to decide which one.
Although the traffic movements associated with the proposed development are not considered large, there will be some additional traffic that will wish to use the route through Pilton via Bellaire/Northfield Park. This route is narrow with limited forward visibility and a lack of footway. As a result of the proposed development, and others in the area, there will be increased vehicle-vehicle and vehicle- pedestrian conflict and it is these conflicts that a scheme in this location would need to reduce. No exact schemes have been drawn up, but there are a number of options that could be considered such as formal and informal one-way systems; no entry except for access to certain roads; pedestrian facilities; traffic lights and more. In conjunction with the Local Members a consultation exercise with local residents would be needed to come up with a scheme that would reduce conflict and still provide access. An amount of £75,000 has been suggested for this work as this is the same as that for the Pilton Bridge Junction mentioned above'
In effect the solution is not a solution , but what we have had for the last five years, only worse. If you wish to go to the planning meeting it starts at 10am at the Civic Centre. We hope to convince the planning committee that they have got to accept responsibility for all these unsustainable developments that they continue to approve in fear of being taken to appeal by those people who are here in Pilton for only one reason - greed.

At the planning meeting on the 14th May this application was deferred due to considerable concerns regarding the Devon Highways report. The Residents Group argued against the Highways report. The committee agreed that this application could only be considered after a Traffic Assessment Report and confirmation as to what considerations were being given to pedestrian facilities going to the A39 road at the hospital junction.
The conditions are as follows:
- (a) Impact of off-site highway works to road network in Bellaire, Northfield Lane and Pilton Bridge including pedestrian safety between the site and the hospital junction and how those matters would be addressed.
- (b) Ensuring that the extent of the built development line reflects the provisions of the emerging Local Plan and the density being re-considered
- (c) The achievement of an adequate separation distance between Lynbro Road and the new development with regard to ‘green space’; and
- (d) A request that the traffic impact assessment be revisited by Devon County Council including the cumulative impact of development including the Ilfracombe southern extension and the ‘blue light’ services
